Section 1. All persons of Negro blood and African descent are regarded as ordinary members of the Universal Negro Improvement Association and African Communities' League and are entitled to the consideration of the organization. Active members are those who pay the monthly dues for the upkeep of the organization, who shall have first claim on the Association for all benefits to be dispensed.
